That is a wheel cover. This is a 67 barracuda hub cap. Wheel covers cover wheels, hub caps cover hubs. (Just a personal annoyance, dont mean to be a dick)

In my book, that's a wheel cover too. Hub cap goes on the hub. Keeps the dirt out and the grease in.
