Wheels are very hard to rotate

Hey all, I just installed a new carrier in my 8 3/4 as well as new seals. I repacked the original bearings because they appeared to be in nice shape. After putting it all back together the wheels are very difficult to rotate by hand. Any thoughts as to what is causing this?

Sure Grip? If so they will be hard to turn.
 
If you used Green bearings, did you remove the thrust buttons?
 
Rear brake shoes properly adjusted?

Parking brake adjusted properly and not set?
 
The adjustment procedure is outlined in the factory service manual.

Do you have one?
