I see two faults.....as with most everything. The guy could have spent the same money and bought Summit coated headers. He didn't. That's on him.
Bob could have posted better pictures of the repaired header. He didn't. But I wonder how many people post "good" pictures of items trying to make them appear in the best light? Bob sold the guy a set of headers that will WORK. They ain't purdy. But they'll WORK. I think both parties share some blame here.....that said, I really don't give a fig.
