Will this work in a 64 Dart for a V8 conversion?

All the early cars needed ...were the correct motor brackets for V8 and exh manifolds/ headers.
Looks like an early a body crossmember to me...so now you need the brackets. Did you just buy the same crossmember you already have in the car?
