For the most part I donate where 100% of the money goes to help local folks in genuine need. If there is a percentage that goes to ‘admin expenses’, then no donation.
That's how I dealt with the missionaries I mentioned too
They have a board that backs them, and I don't mind them taking a cut, but if that cut gets above 5% in out
So, I send my support to a local church, they add to it and send it directly to the missionary
