Season is winding down here but went to a local cruise last night. Usually 400 cars but only 1/3 full. This truck was just about to leave. 80 chopped Dodge with 41 front end. Owner said he wanted something different so kept the /6 and stick shift. Open pipes without baffles. He said it's fairly quiet until he gets on it.

I don't understand how so many of these "rats" get by without "equipment." Wipers, mufflers, exhaust and fenders to name a few "obvious" ones

They don't for long, 2 years ago at the end of the year local car show, there was a state trooper with a camera, taking pictures of the rat-junk.
I bet quite a few lost their tags after that night.
And WV now makes you get vin number check by the police, before you can register it.
It does not matter if you have a clear title, it gets looked at if it is over about 20 years old.
 
Big dustup in Wisconsin last fall with a32 highboy, no fenders cited for such by the Wisconsin state patrol. Fought it in court with the help of SEMA and another organization which I do not recall who but definitely has clout. Do not believe it was settled yet, but it came out that said highboy has a glass body which would categorize it as a kit car. Win his case or not he will have to reregister it as such after a bumper to bumper inspection by you guessed it, the Wisconsin state patrol. He is screwed either way win or lose his case.
 
I think Idaho law (have not read it in awhile actually has such things as fender/ wiper exclusions for some early "built" cars but I think there is a year/ model limit, like "OLD" LOL Probably pre-40's

This rod was built in the '70's, it's not a pick the gravel out of the tires queen, still owned & driven by the gentleman that built it. Hemi came out of a retired fire/rescue vehicle.
