Drum brake backing plate question

Is there a seal or dust gasket of some kind that goes in the center spindle hole? The one plate shown is 69 and older style, and the other is a 70. The 69 plate has a groove for what appears to be for a dust seal of some sort? The 70 has a flange welded on the front over the hole. Seen a few of the 69 /older style with what looks like a cork gasket in the groove. What is the 'flange" for on the 70 Abody plate? My Mopar manual doesn't show a gasket or seal in this area. So I'm curious as to what the groove and flange are there for. I know there is a foam gasket that can be bought to go between the spindle face and the back of the plate, but that's all I've seen.
