Actually you can as long as its not at the point it was going bad if not cooked. I often partially thaw something to the point I can cut it or break apart. Then put right back in freezer. If something is good for 5 days from the time it’s thawed till cooked and you leave it out 3 days. Then refreeze and thaw again… the second time , I figure it has only 2 days left. It will change flavor and texture on some things though. And generally not in a good way. Lol
The biggest problem with refreezing is that you can't do it the way it is done commercially. They use lower temps and circulate air to bring the temp down fast. This preserves the flavor and texture much better. Most veggies are IQF. - Individually Quick Frozen. This allows them to stay loose, not a lump -which is what you will likely have when refrozen. Still edible -just not as nice.
