Not sure about an early A. An E-body wheel doesn't have a lot of "dish" to it. A-body wheels have a lot more "dish". E-bodies use a long "crush can" to space the wheel away from the dash. On a 67+ steering column I think the wheel will hit the dash or interfere with the turn signal lever if you don't use an adapter.

I suspect then that the actual spline are at the bottom of the crush can not in the wheel itself.
 
Yes, the splines are on the bottom of the crush can...just like the A-body tuff wheel adapters.
