what is this (steering column edition)

So I'm reassembling the steering column for my 1970 Dart, which required parts so a couple weeks went past between taking it apart and putting it back together. I thought that I was done and then I was putting parts into a jar labelled Steering Column, when I saw this spring. I spent time looking at all the exploded diagrams in the Factory Service manual and could see nothing that was even close. Does anybody recognize this?

Wow, I've been staring at the 67 diagram and I would swear that there was no spring or "collar" when I took it apart. Do you understand its function? If it sits against the collar on one side what is holding the other side of the spring?
 
Does that spring cushion the impact of the steering wheel against your chest during a high speed front end collision??:rofl::rofl::poke:
 
I looked in a factory assembly manual and the service manual and the only place that I see this spring for 1970 is in column shift manual trans stuff. If this spring is important in a floor shift automatic column this is the time to figure it out - before it is installed and doesn't work. Any further help would be appreciated!!!
