407 or 401? 407 is toll and altho can be pricey, for the most part its WAAAYYY better than hwy 401.

It is a toll. And if you don't have a transponder, they take a picture of your car and tag and mail you a bill, right. I have never had a bill mailed to me in Kansas. My son-in-law said they probably don't worry about USA tags.
