Think about a fixed rate virtual network operator. Reduces overhead and they don't kill you with fees

They use the big 3 networks have lower cost but older phones... or you can bring your own device

I get any sh*t out of Verizon again, Cricket is one possibility. I was with "Straight Talk" for awhile, which is a Wally World outgrowth of what was "trac phone" and they use Verizon hardware. I switched back because their customer support, at the time, was even worse than Verizon, and later, Verizon came out with a competitive (prepaid) plan
