How did they decide what cars were grouped into FSM?

So for 1969, the Dart was in with the Coronet and the Charger. In 1970, it was in with the Challenger. Is there a rhyme or reason to it? Just curious.
 
those are all dodges...there would be a group of plymouths in another and a group of chryslers in another
 
Initially it was by brand but as they years went by the started breaking into models/ body platforms . By the mid 70s there were Dart , Charger etc specific manuals. And they broke the chassis manual off into seperate publication .
 
Challenger was new for 1970.

4 cars would have been a lot for an FSM, so Dart / Challenger and Coronet / Charger.
