The movement or motion is to place another motion, or an agenda item, on the table, figuratively, suspending it until a time which may or may not be specified.
I believe the term comes from when a proposal was printed on paper, and it described the physical act of placing it on the table, signifying the end of discussion of the matter without acting on it.
It's been a while since I ran a meeting, but once upon a time, I did a lot.
