Edelbrock 1406 Question

I just rebuilt a 1406 I had laying around last night (I was bored) and had same thing happen until I used a screw driver. Just needed a little more torque than my fingers could provide and it threaded in the rest of the way.
I removed them and cleaned out the passages afterward.

Well I have cleaned everything and can see and blow air thru it with no problem. Maybe the casting is off. I used a screw driver and worked it back and forth with no difference. At this point i probably should wait and see how it tunes.
