I see so many folks with factory scoops and grommets installing the grommets with the tall side down. The tall side goes up into the scoop and a bit of sealer keeps them from leaking. They are designed to keep water sheeting up the hood out of the engine compartment. My 70 Dart has had a factory dual scoop hood with holes since 1980 and never had rain come in the engine compartment even in torrential rain.
