70 Swinger Clutch safety switch,, maybe

I've never found a clutch switch on my 69, it will start with the clutch out in gear. I'm not sure if this is correct, I feel it should have one.

I have seen replacement starter relays that have the NSS terminal grounded. ( This would defeat the NSS
