It's a jamb out paint job. (A little less $$ than a full resto)
This means they are not pulling the dash or the interior or the wiring.
Many, many pages ago I went to a "Painless" wiring harness which doesn't have a firewall (bulkhead) connector to disconnect the engine wiring harness. It'll need to be wrapped, but the car isn't scheduled for the paint booth until the second week of January. I heard the owner speaking to his guys about how they were going to wrap it this last time I was in.
As far as the wiper motor it's there because I broke one of the bolts as I was reinstalling it from the last paint job. I used a little JB weld to fix it so I didn't have to pull the dash off again.
Fast forward 10 years I told them it still works fine and that they didn't need to pull it, just cover it.
