Unless the entire lifter bore is tight, I’d just go in there with a paper roll and polish down the tube. Once you get that handled then you can make a few passes down the bores with the hone. If you try and hone the tube out it will make the lifter bores egg shaped and tapered.

egg shaped is exactly what I had to deal with. Bought a short block a guy didn’t use. It was all put together and machined at MRL performance. Thankfully that guy is out of business .
Among other things, had to pay to have the lifter bores bushed to fix it. Bearing clearances wrong... on and on the issues. Glad the guy I bought it from didn’t use , for his sake
