Looking for some advice on how to remove the ring around the dust cover on this style box, mine is leaking from the seal under the dust cover, trying to do this in car if possible.

If you are referring to the grease cup with the orange seal, It is easy to drive out the pin, remove the bolts holding the column to the dash. Then remove the bolts holding the column to the firewall, unhook the electrical and pull the column. Works easily with a floor shift. If you have a column shift, there would be more work. It is a 45 minute job at most with a floor shift. I bought my seal/rebuild kit locally at O'reilly's for $19.
Very hard to do in the car to crimp the tabs.
 
I should have been more specific, Mine is leaking underneath the dust cover for the sector shaft, Manual calls for a special spanner wrench, but I am thinking there is a easier way than that,
 
A hammer and dull chisel will work on those lock rings if you don't have or want to buy the special wrench.
 
I built a special tool...You will mess up the ring with a brass punch. It will still work, but will be deformed. I welded four square rods to a round ring with a half inch socket adapter to use an impact. No pics at the moment, but could get some later.
 
I'm still trying to firgure out what wrench to order, tried searching by the part number in the manual, but, came up with nothing, I would love to make something,but, no access to a welder, tried the hammer and punch method,but, not getting much of anywhere.

Where do you live in SD? We're going to be near there starting next Saturday (staying at Dana Point). I could bring the tools. Might have to fix the big one this week (I think one of the lugs broke a weld and I can't remember if I fixed it already or not).
 
If yours is leaking PS fluid from the sector shaft, you do not need to take the box apart. After you pull the column back after knocking the roll pin out, you can dig that seal out with a sharpened small screw driver. Then you can install a new seal. I've done a bunch of these on sheriff cars back when I worked at a garage where they had the county contract.

North county San Diego, Oceanside, 10 minutes from the freeway off the 76.

It should be an "O" ring on that top cover. You need to remove (or at least loosen it initially) the adjustment nut first, while holding the adjustment bolt from turning. Then remove the lock ring holding the cover. After that it, remove the nut and run the adjustment bolt in (clockwise) to raise the cover out of the housing and off. I would count exactly how many turns it takes to do that, or, you'll have to go through the adjustment procedure to get the end play clearance right.

Thanks so much for the run down, right now i am struggling with getting the lock ring off, been using the drift and hammer method with little success, but, I've only had a few minutes here and there to wack at it.
 
We may be down on Saturday (that's the plan right now). Husband of a friend of mine from high school is a pastor of a church in Oceanside. We may go their service next Sunday. It's at a middle school there (MLK). I pulled the tool out today. I do need to still fix it. Couldn't find the tool for the smaller ring, but it's around here somewhere.

Do you have any air tools or electric impact?

Yep, I do have a impact and compressor.
