Question on a kickdown for 727

I bought this trans from a guy who knew nothing about it. I pulled the pan and it looks freshly rebuilt but there is no kickdown lever. The VB has no engravings but is a Mopar VB with the part number 3410435. Has anyone ever seen this before?
