I disagree. Building for this type of power is going to cost big no matter what head your using. Once you purchase W2 heads, you just need the valves and then porting like any other head though a porter these day may charge more due to it being cast iron and a PIA.

Springs and up are worked in with the cam. So IF any head is purchased loaded and the springs are not up to task, then your purchasing that again so… might as well included that cost in with the cam. Lock and retainer prices are nothing by compare.

The real pricey part, besides porting the head is the intake choice. That’ll be pricey.

For a single 4, yep!
For a tunnel ram, Holley Strip Dom or a M1 TR. IDK which one is better for the exact build your thinking of. It may be one is better for more/less cubes or RPM, etc….
