I lived in Mississippi for 7 years. That is an accurate depiction of the highways that run through the state. You'll see not many cars on the highway but there will be a highway patrol behind every pine tree.
I was stationed on the Gulf Coast about 40 minutes from New Orleans. We got snow down there on two occasions during that whole time I was there. It was gone as soon as it hit the ground.
I believe he means the snow.
