'72 Dart, putting my interior back in and can't remember where these go. I think they are a seat belt holders, but can't even locate the holes. Front, rear, there are two, I had the bags marked driver/passenger, but they are both the same.

Forgot that didn't I? Well, after looking at the holder from a different angle, I just answered my own question. They hold the driver and pass seat belt reel up, it mounts under the sill plate.
