1968 Dart Instrument Cluster

unknown working condition.
all pins are in good shape and the board is too.
gonna try to spin the speedo and will update if that looks normal

for the other gauges i suspect they work but even with a wiring diagram im unsure how to test them
if you have a test youd like me to perform please let me know, ive got a volt meter, bulbs, etc.
