My vote is clutch fan. 180 to 200 is no issue UNLESS it continues to rise.
Clutch fan will not cause other issues. Plus you can find other fans with other diameters and pitched and blades if you don't like the results.
The electric fans shroud is guaranteed to give you issues at speed.
Measure the area of the hole vs the area of your core, you are blocking 30 to 50 percent of the airflow through your radiator.
Plus the flat aluminum an inch or two behind the core creates a standing pressure area that will prevent air from entering the radiator.
