Brazil apparently has a good system, but in sure they deal with some amount of moisture content. High and frequent turnover with very short storage times and short transit distances for the finished fuels would seem to the systemic fixes. Not sure how we could do that in the USA when no one wants anything remotely industrial in their neighborhood, no matter the facts.
