Distributor cap and rotor?

Hey all
Just curious if you have seen this before I’m assuming it is called phasing. I tried starting the car for only the second time this winter, and heard a arcing noise thought that I didn’t have a spark so decided to check the cap and this is what I found. I changed the cap and the rotor and car did start finally. If this is phasing what can I do to correct this

Wong rotor two different tips yours is short to the cap. 99 % of the time Mopar is right on unless you changed the shaft. Bet you got it from the local parts store.

I don't think it is (don't see it there??) phasing, but you have surely searched this. You can drill / saw, etc into the old cap and check phasing quite simply

Examine the rotor carefully for carbon/ "punch through" from the top to the shaft below
