Pretty sure '67 and '68 can be switched (other than the lack of side marker lights on the '67). But '69 is definitely different, both in the headlight location and in the part of the fender that bolts to the radiator yoke (and the marker light, again).
And as 67Dart273 already stated, the '67s had the reverse lights mounted in the bumper, '68/9 were integral to the taillight.
