Legally Register Any Car

@mopowers Take away is this:
1. VT allows anyone (even non residents) to register a car in the state of VT
2. VT does not issue titles for vehicles more than 15 years old, therefore it does not require you to provide a title for anything more than 15 years old from the previous owner. In fact they will not look at or accept it.
3. So, what they are stating is that you can use this method to register a non titled car in VT, and then once you have that registration you transfer it to the state you live in just providing a VT registration (as VT does not title over 15 years old).
4. They are then stating that because you have a car that was legally registered in VT (which does not title), your state DMV will then issue a title. I would imagine this depends on your state DMV rules.

You do bring up a good point that you have to bring the bill of sale/ odometer form with you and have the seller fill it out. If you do this yourself that would be forgery and maybe that is what @tedsweet meant by illegal. Then once you have that filled out a law enforcement official has to validate the vin (call it in to ensure it's not stolen) and sign off.
