Yes for sure, and like said every state is different which makes life confusing!
I have also noticed many states will do like Tx. and do a bonded title, it is somewhat a pain and the cost varies by how much bond the state decide you must buy! Lots of peeps just will not buy a car without the title as the bonded thing is more than wish to deal with or have brain enough to do, whichever! I used to buy some god projects with no title chap but not any more.
I did bonded titles this spring on two cars I have had a couple years, as I did not want to screw with it. Made it easy to not want to sell them!! I have about $500 total expense in the two.
