I can tell you how it IS in Georgia and they make NO exceptions. First, anything 1963 and older they WILL NOT issue a title on, even if you have one from a previous owner and it's signed over to you. 1963 and older cars in this state are bill of sale ONLY. Secondly, if a car is ever registered and tagged in Georgia without a title, you can NEVER get a title on it again. EVER. It is now a bill of sale only car. So he obviously doesn't know Georgia law.
