I looks like there was a factory paper gasket behind the front backing plates (10" drum) on this '65 Valiant which ripped up when removing the plate. Does anyone know the intended purpose of placing a gasket in this location? I don't see anything there that needed "sealing". Thank you.

Actually it's thin foam. Almost the same as in a TV wellbox. I usually take that and it works great.

I could find something around here used previously as packing material, I still don't know the need for a seal in that location though.

They were to keep the backing plates from rattling. They are insulators. The wheel seals keep dirt and water out. I'd have a bead of RTV on that so quick it'd make your head spin. Screw waitin on shippin on some foam insulators.

Very easy to make the gasket yourself, but DMT has the starting year wrong. Chrysler first used the gasket in 1965, part number 2266890.

Found this explanation for using the gasket on DodgeCharger.com:

Yes, the only problem would be replacing the spindle, the rust would weld it to the backing plate. It's like when you try to remove a stuck rear drum. The gasket is a buck at napa.
