Curious on what Ma Mopar finished these with in '69. I'm assuming black (semi-gloss?), please correct me if I'm wrong.

I'll take some photos tomorrow of my original '70 Swinger 340. These are unmolested. I just got a pair of the seals between these and the fender from a good member here. Let me know if I can help.
 
Were those not originally galvanized?
 
I'm not sure. Mine have been undercoated on the wheel side, but I'll take pictures of both sides. I'm getting ready to repaint the area between the shield and the door hinge area. I like to document everything anyways, so I'll shoot some photos I soda blasted and primed the area behind the splash guard in front of the door hinges, so I'll look closely, Georgia.
 
When I replaced a fender on my 67 dart, I used a torch to remove the undercoating and IIRC it was black under the undercoat and on the back side.
 
Mine are semi surface rust on the door side, undercoated on the open fender side
 
I hope I'm not too late to the party. Here are a couple shots of my very original 1970 Swinger 340. It's been a desert car it's whole life. It's very original, and the fender has never been off the car until 2019, after a young woman had a seizure and struck my garage at 40 MPH while I was in it. Whatever, I'm still here. My car is very documented, with the build sheet and fender tag. The only thing I got from her insurance was a high quality repop fender, as my original was damaged by my refrigerator and freezer went across the garage and hit my Driver's side fender. I'm slowly repairing it, as my old bones allow. Here's a couple of photos of the splash shield. They are some color of black beneath the undercoating, I don't know what kind. Alaskan_TA is the guru here. Paul.

That's crazy! Hope you get it back on the road soon. I think I am going black in color, not sure if powder coat or paint yet. After some investigative work on the dirty pair I posted above, I found some type of black paint/primer as well.
 
Thanks, Ted. I appreciate the kind thoughts. I see the bone Doctor tomorrow about my knee replacement. I'm driving on with my Dart, even if it's at slow speed. It's my therapy. I scored a set of new rubber seals from a FABO family member. It's almost warm enough to paint the area behind the splash shield, and in front of the door hinges.
