Yes this would be for a stroker, I really see no advantage of a dual plane with a 4-in arm there's gobs of torque below 3,500 RPMs and and I personally would not run a dual plane on a stroker.
Like said above, a lot depends on the cam, gear, stall, etc…. Of the engine and what it is designed to do. A dual plane like the RPM is an excellent choice for a mild compression medium sized cam and gear ratio. This would be great in a heavy A body, as in, power everything and A/C along with any other thing that adds weight.

If your car is light (under 3300) with a pro street or drag theme, then it’s the single plane which goes great with cams like a duration @050 of 250 and greater, higher stall converters, 4.10 & greater gears.

IMO, that Weiand would be very good on relatively stock displacement sized engines. It is a very good intake.
