I’m looking for a crank and water pump pulley for small block duster with power steering. My PS pulley doesn’t line up with these aftermarket pulleys.

Yup, your setup is all wrong. On a non-A/C system, the water pump and alternator are run together off the crank pulley. The P/S pump has it's own belt, also run off the crank pulley.
 
I used to have several, but, I think I sold them all. I'll look again, but, don't hold your breath!
 
First off.... the belt that you have from the p/steering pump should only be going
from the pump to the lower crank pulley, and not around the fan pulley. Also, from
what I can see, it looks like the power steering pump needs to be standing more
straight up IMO.
 
With that being the case then the belt is off several inches and supports the reason why I need stock pulleys.
 
That is a press-on pulley version for a Saginaw pump. Maybe off a different (wrong for your setup) application? Mopar did make several different pulleys with different offsets for various applications.
 
I bought this pump used several years ago and it may have been off of a 69 cuda or a 73 dart one or the other.
 
'69 and '73 would definitely use different pulleys. If it's off a '73 and you're using (or going to use) the '70-up non-A/C brackets and pulleys, you should be good. Same goes if it's a '69 pump and you're going to use the '69-down non-A/C brackets and pulleys. From appearances, it looks to me like the '73 version, but, don't etch that in stone.
 
I might have an older style 69 and back pump which won’t work with my set up. I might need a different PS pump instead of pulleys.
