This is a 440 RB crank with 2.75" diameter mains journals. A "B" crank has 2.625" diameter mains journals. So no the mains and the counter weight diameter would not fit in a B block like it is. However before aftermarket cranks were available lots of racers turned down 440 cranks to go in B blocks.
Also a 4.15" stroke wouldn't make a 470" in a 400 B block. It would make a 498" at .030" over.
