It’s a 70 Duster 340, Tor Red, it’s the very bottom of the front fenders. 2 bolts on the right and left fenders. The bolt head faces the outside of each fender. They are at the bottom of the fender close to the doors.

they should be nuts showing with a clip and stud on the body side and yes they would have been on when the car was painted

That pic looks like it has 3 mounting bolts mine has 2 but that is the location
The two slots ( keyholes) with cuts are for the 2 studs mentioned earlier.

It finally worked!!
They should be painted.. unlike the tab bolt that screws into the splash shield that is bare and the tab painted black with a brush..
