It's been 30 years and my memory is not that good, but I believe the ones I installed were on new trucks that were supposed to be equipped with auxiliary coolers, but weren't.
It was a TSB on A/T equipped Cummins models around 1990 first . Then they started installing them during production . I remember when the TSB came out .
