THANK you for being correct and calling it a PARKING brake.
It is NOT an emergency brake. None of them are. They are meant to keep a vehicle still when it is parked. Drum brake cars with parking brakes only engage one shoe per side. This is far less than 50% as effective as when both shoes engage the drum due to the self energizing function. They can slow a car and skid the tires but should not be considered adequate in an emergency.
