A rich condition that's going through the engine will make your eyes water, at least at idle when your get wiff of it. I dont know how else to describe.
Check your fuel pressure. A buddy fought that with 2 engines and I figured out it was the fuel pump that got transferred to the new engine. He was running a Edelbrock and the pump was putting out 6# or so. Nothing you could do to lean it out. We put on a regulator, adjusted it to 4# and it ran like a champ. Something to check.
