Actually, head to head, the Germans had the better and stronger navy and had a much higher kill ratio. They were just outnumbered en masse. If Hitler had just waited 6 years to start WW2, the German Navy would have been larger and better equipped than the British and well, WW2 likely would have a different tone and story too it.
