Make sure you bring a coat and gloves. Good brakes are essential for the descent. The donuts at the summit visitor's center are horrible.
When we were there, it was in the 50's (Early August, about 11:00 a.m.).
I don't eat sweets, but some people raved about the donuts, some were like, whatever.
The railway is open 12 months, weather dependent. I drove up 40 years ago in January, with a friend. They close the road at a certain point in winter (at least they did then).
As a side note, we saw bicyclists up there! I can't imagine the condition you must be in to do that! I wish I could have talked to them.
