It's simply a matter of perspective.
Your "giving this bloke a break" comment does nothing but condemn him to his disability, without hope, because trying to do anything more than he's doing now would be beyond his capabilities.
I, on the other hand believe that's not the case, I believe better life outcomes are within anyone's reach, if they are willing to try.
