The flap is what expands the seal to snug it to the frame. The older lock strip is doing the same as the flap. That's why they start leaking once the old chrome lock strip dries up, cracks and falls out...the reinforcement is gone and the seal is allowed to shrink over time with hot/cold temps and leak city
