What is this tool thread? Take a guess. Stump the Toolman!

Cleaning out the bottom of the MOPAR box, found this metal bracket thingie with a zip-tie clasp and the teeth/shape reminded me of one of my mystery tools. What do you think? Also, what the hell is the bracket for?
