My avatar car has POR-15 on the underside from a PO. I cannot say what the prep was (I suspect it was done properly) but there are places where I can peel a "sheet" off leaving a clean surface beneath. I then just use Rustoleum with a brush as I've used it with success on my trailer and other cars underneath for many years. FWIW...
