Yes and I was very clear about that and about appreciating the assistance. If you followed my math and I have it all documented you can see that the system would have paid for itself in 12 to 15 years without a rate increase and without assistance from anyone. But the Gov was throwing money around and I can count. So I figured I would take advantage of the situation and do it as responsible as possible. So no they don't only make since when your neighbors pay for it but it makes much more financial sense.
