Changed steering column

You really need to get your factory service manual, which has all the wiring diagrams in it- they're available for free download over at mymopar.com .
That said, you have the two columns- just compare the two connectors and see if any wires changed position between the two.
My guess? You don't have the column ground wire in place, causing all kinds of weird issues as the circuits backfeed trying to find ground. The wire goes from the column housing to the metal dash or brake bracket, bridging the column bracket and insulator.

Thanks appreciate your input. I think I figured it out. The brake lights were on because the peddle had too much play in it so that’s why the lights were on and I’m pretty sure the horn relay was bad. Checked the wires and they are all good. I was frustrated and thinking the worst.
