Harbor Freight has something similar, in yellow and white. I don't know if they would work on tires.kinda like a hard paint stick. (I have some of the yellow ones, haven't tried them on tires of course.)

i have the yellow ones, they're good for marking punctures and that's about it.

or, marking on the floor if you're mocking something up.
